Section : Power to make rules in respect of matters in this Chapter.

35. Power to make rules in respect of matters in this Chapter. (1) The Central Government may make rules to carry out the purposes of this Chapter. (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the follow- ing matters, namely:- (a) the manner of filling vacancies among the members of the Council; 595 (b) the disqualifications for being chosen as, and for being a member of the Council; (c) the circumstances in which, and the authority by which, members may be removed; (d) the meetings of the Council and the procedure of con- ducting business thereat; (e) the travelling and other allowances payable to members of the Council; and (f) the functions of the Council and the manner in which such functions may be exercised.
