Section : Cognizance.

193.Cognizance.- (1) Unless otherwise expressly provided in this Act a Court shall take cognizance of any offence under this Act or under any rules or bye-laws made thereunder except on the complaint of the municipality or some person authorised by the municipality by general or special order in this behalf. (2) No Court inferior to that of a Magistrate of the first class shall try any of the offences specified in sub-section (1).
