Section : Adjudication of penalties.

15.Adjudication of penalties. All penalties incurred under this Act shall be adjudged by a Magistrate or 1* * * Commissioner of Police as aforesaid, and all orders made under this Act by such Magistrate or 1Commissioner of Police shall be final.
