FIVE (5) HIGH COURT CHIEF JUSTICE APPOINTED New Delhi | Wednesday, Mar 4 2009 IST The appointment of Chief Justices of five High Courts-- Kerala, Patna, Rajasthan, Sikkim and Allahabad-- was announced by the Law and Justice Ministry this evening. All five appointment made by President Pratibha Patil under Article 217 of the Indian Constitution take effect from the respective dates of assumption of office, the announcements said. The five Chief Justices: -- Karnataka High Court Judge Samindar Rudrayya Bannurmath has been appointed Chief Justice of the Kerala High Court; -- Kerala High Court Judge Jacob Benjamin Koshy has been appointed Chief Justice of the Patna High Court; -- Karnataka High Court Judge Deepak Verma has been appointed Chief Justice of the Rajasthan High Court; -- Gauhati High Court Judge Aftab Hussain Saikia has been appointed Chief Justice of the Sikkim High Court; -- Patna High Court Judge Chandramauli Kumar Prasad Chief Justice of the Allahabad High Court. More than 31 per cent-- or 277-- of 886 judgeships, in 21 High Courts across India are vacant, Parliament was told after a count taken on December 17. The count showed that the High Court of Allahabad had 87 vacancies, Punjab and Haryana, 20, Patna and Andhra Pradesh, 19 each, Calcutta, 18, Madras and Bombay, 15 each, Kerala High Court, 13, and Chhattisgarh and Gujarat, 12 each. The High Court of Delhi had nine vacancies, Rajasthan, eight, Orissa, five, Madhya Pradesh and Guahati, four each, Jammu and Kashmir, three, Sikkim, two, and Himachal Pradesh and Karnataka, one each. Uttarakhand High Court was the only High Court with no vacancy. In a written reply in Rajya Sabha, Law and Justice Minister Hans Raj Bhardwaj has denied that the collegium system of selecting judges was causing ''serious delays'' in appointments.
