A citizen is expected to file a complaint stating facts, and it is left to the Station House Officer, to further inquire, find prima facie evidence, and then registering First Information Report stating such IPC Sections.  A complainant should not be worried about such sections, as it is the discretion of the inquiry officer at Pollice Station.
