As per your concern let me inform you that a registrar has no authority of law to cancel the sale deed after it has been registered. Cancellation of sale deed can only be done by a civil court.
Moreover, in the case of "C. Ramesh v/s R. Chanchal" the High Court of Karnataka held that - "It is only the Court which can cancel the deed duly executed, under the circumstances mentioned in Section 31 and other provisions of the Specific Relief Act, 1963".
Henceforth, none of the officials that you mentioned except a civil court can cancel a sale deed.
