For every action, the affected party must approach for legal remedy through the process of court within the time frame fixed in the Limitation Act ..  If no such limitation is prescribed under law anyone can raise the issue that happened two decades ago.  Law can not tolerate lazy and indolent litigants.  Search in google for more details.
