What are the main reasons for scarcity of water in India?

 Conrates for having concern on all such issues. 

Might b lots of reasons but i have the one. I m in Ahmedbad and here i feel as if w have plenty of water  to waste. Never experience what the scarcity is all about. So one reason is that there is a lack of proper transportation and government will to kep the balance among various areas. I found excessive water flowing in our flats. As a measure of savings, w have decided to stop the flow of water from 2 to 5 everyday, in afternoon.

I would love to see a mechanism whereby excessive water flow in areas like ours casn b diverted to the needy. Hoping for it....
