Wall coumpound permission letter

I have a garden flat, I want to make Wall Compond but the Society Chairman is not giving me permission, so how can I make Wall Compond

Generally private garden can not be created and maintained in the common area of a Society.

What type of society is it, where you are residing / member ?

What is the rule / act / bye-law qua maintaing a private garden ?
