Waiving of fine imposed

Dear All,

my question is: 'A' is convicted in a case for the offences under section 489-B IPC and Section 3 of MCOCA. the sentence imposed is 10 Years RI and fine of Rs. 7,00,000/- in default to further suffer RI of 21 months i.e. 1 year and 9 months. He has now almost completed his main sentence and the in default sentence is remaining. his appeal has already been decided by the High Court and the fine amount was confirmed by the HC. now my question is whether he can file a Writ Petition/Application befoe the HC for reducing the in default sentence of 21 months? if yes then which writ is to be filed? Writ of Certoriari or Mandamus?
