Verbal termination by society which comes under state

Verbal termination of lecturers is done every year by principal and hods of that college which runs under some society and which falls under definition of state. Even after high court orders, which has considered such arbitrary decision of verbal termination as illegal. It is done every year by college. Can we go for contempt of court in such situations. What procedure we should adopt to eradicate this illegality. Can we go for letter petition. Will it be considered by court.
