However Apartment Owners Association frame the rule in such cases. In a normal practise

One has to submit old sticker to avoid misuse of old sticker and request for new sticker which may attract cost of Rs. 100 to Rs. 300 depending upon quality of the sticker. Holographic sticker normally attract higher charges and non holographic attcat less charges. 

These all measures are taken to ensure safety at premises.
