My Landlord has promised registered the rental agreement , in writing during COVID19 lockdown period, in future dates, But now he refusing to come for registration. Is this right , can i file a case against him.

You pay the rent through cheque/DD or online for proof. Tell him it is better for both parties to go for the rental agreement.

It is the tenant's responsibility to complete the registration. Failure to register the lease within the relevant time period means it is not a valid legal lease and only takes effect as an equitable lease, or possibly a legal periodic tenancy.
