Section 466 - Forgery of a record of a Court of Justice or of a Registrar of Births, etc., kept by a public servant. Imprisonment for 7 years and fine.

For this you have to lodge a criminal complaint with the concerned police, who will inquire and register FIR  for offence if found cognizable and initiate legl acition to prosecute the accused/offender.

In my understanding, it is the Court alone which can initiate action.
