Time limit for Breakage of service

Is there any time limit between military service and new government sevice for counting the past service for pension purpose??

Im Non pensioner exservicemen retired in Jul 09 after completing 10 years in INDIAN NAVY. I got central govt job expected appointment by Aug 2011.Since the appointment is crossing over two years am I eligible for counting the past military sevice for pension purpose. I am ready to pay back gratuity as recieved.

Normally break of less than one year between the military service and th civil employment is condoned by the Head of the Department. However, condonation of break in service of more than one year depends solely upon the discretion of the Head of the Department subject to his satisfaction about special circumstances of the case.
