Time limit

There is no specific time limit for the police to conduct a preliminary enquiry before lodging an FIR. If the police are refusing to register an FIR, you have options. You can first make a representation to higher police officials. If that doesn't work, you can approach the Judicial Magistrate with jurisdiction over the police station under Section 156(3) of the CRPC.
