Tenant entrance fee compulsion!!?

Dear Sir Societies are now a days charging “tenant entrance fees” to new and even oldest of tenants. Anything between 3000 to 7000. Who is supposed to pay this fee ? Tenant or the owner? Moreover is this charge legally allowed under co operative bye laws? What actions can be taken against this? Thanks Nikhil
