suddenly salery droped

I am vani health department Karnataka working as a nurse , I appointed in 2010 but sindhutva cirtificate not cleared because cast issue, dharawad court said to give salary& etc for me on 2012 ,the medical officer started salery without increment , but suddenly in2018 march the officer cut salery of DA, HRA, and etc .he give onle basic pay, then Karnataka govt encrese the salery but my officer don't give new pay . please suggest me
