kindly solve the following
A wanted to purchase e-stamp of Rs 17900/- from a bank to pay the stamp duty on sale deed. He filled up the e-stamp purchasing form and filled Rs 17900/- for issuing the e-stamp. The bank's officer unintentionally add one more zero to 17900/- thus he issued the e-stamp of Rs 179000/-. A used the stamp and the sale deed got registered. In the evening when the bank's officer counted the cash he first came to know that he had issued the said stamp of 179000/- instead of 17900/-. Can the bank's officer recover the excess amount? if so from whom and how? can he lodge an FIR against the purchase u/s 403 of IPC?
