St, vat and labor cess for flat registration

Sir, I booked a flat at kochi, kerala on dec 2007, and 70% of the agreed amount is paid  on or before 2010, and the works delayed some how. Now the appartment is completed and the builder agrees to register the flat and asking rest of the payemnt and  ST, VAT and labor cess. 3.09%, 3% and 1%  respectievly for the total contract value. Do i need to pay the said amount or any excemption legally or not?

YES you need to pay it.
