Some of the portion of open plot occupied by neighbour illegally.

In above case Husband have any power to do arguments in court on behalf of wife.. Husband is an LLB Candidate but not AIBE.

Yes.  husband can argue in court on behalf of his wife by taking a vakalat from the wife.

Husband can appear on behalf of his wife by filing a petition under order 3 rule 2 cpc and can argue the matter on her behalf.
