As per your query, yes the SC/St act does provide coverage to the central government employees in their respective offices too. Further, the State can also rule in favour of the SC and ST in many other matters such as promotions and filling up the vacancies.  The central government has looked into the matter to allow quotas in promotion for its SC/ST employees and also ensure that all such employees, whose promotions had been reversed in recent years, to be reinstated.
