Sale deed property

I brought resale property in Pune about 25 lakhs.agreement and sale deed has done.but original owner did not give possession and noc of society.actully bank disbursed 20 lakhs and 5 lakhs remaining due to noc of society.agreement and sale deed has done three months ago .

In case owner is not cooperating then serve legal notice to the owner for the same.
