rti first appeal under section 19(1) rti act

I have filed application to piublic information officer/ panchayath Development officer .

PIO /PDO NOT RESPONDED to my application hence I have filed appeal under section 19(1) tri act 2005...to first appellate authority/ executive officer .
executive officer rejected my appeal and directed to file appeal before the public authority .
whether the 1st appeal decision is right?

pDO senior authority is executive officer taluk panchayath only dats y property file first appeal is it wrong?

can I get
any judgement?

Submit your appeal to appropriate First Appellate Authority of the department.
