What are the facts? what is the context? Is it 'CGS' or 'CGHS'? CGHS, to my knowledge is Central Government Health Service.

Read the document/title deed that states those rights or file RTI application and seek information from that competent authority that has allocated the building or residents of other building or a local advocate.
