Road works-terms, conditions

Can someone give me standard terms and conditions for a Work Order to be issued to a contractor for construction of a road?

Tenders contain everything.If not contact the authority concerned. Engineers lay out estimates which are to ratified by Development commisioner/PWD./Whatever/other mofussil towns/cities.
