Rights of tenants

Hi I have a query regarding parking rights of tenants of co-oprtative societies in Mumbai. I understand that the builder can not sell stilt or open car parking spaces. Can a society, which has not sold or allotted its parking areas,  in an AGM, where more than 50% of owners are not present, decide that the tenants can not park their cars inside the premises /common area of the society building? Is this resolution tenable? Any case laws for reference?
