can any one explain what is the retrospective effect of law, how does it operate.
Q. if through an amendment a proviso is added to new provision as par which the order, against which the appeal is being preffered, has been made before the said amendment, such appeal shall be entertained with in the time limit provided in the code prior to the amendment irrespective of the fact that the appeal has been preffered after the amendment.
is it a retrospective effect or not of the said amendment.
