What is the difference between a lawyer retiring from a case vs giving NOC to the client?

Hello!
As far as retiring is concerned it means that the lawyer is giving up the case and no longer wish to continue with it and NOC is a confirmation in writing form by the lawyer, which allows client to engage another advocate in the case.
