Regularisation of contract employee

I have been working for last 4 years in a central PSU as a contract employee on junior level executive post on pay scale. I was selected by open vacancy for contractual post following after exam, interview and medical. My contract was for 3 years and extended this year second time for a year. 

So my question is am I eligible to put a greviance for claim absorption in company.

1. Contract Employees do NOT derive rights for automatic employment. You will need to follow procedures set out for permanent employments.

Contractual employee may follow due procedure to get permanently absorbed by the department as per policy on the subject.
