You may take assistance of other neighbour and bring pressures to remove such hoarding, you may bring pressures through influential traders and finally contact a local advocate and get a notice issued for removing such hoarding and take his guidance for further remedy.

Whether the shop is located in shopping complex or some where else ?
Whether any other shop keeper has put hoarding and whether placing hoarding is permissible by local (municiipal) authorities ?
It is better to consult and engage a local prudent lawyer for appreciation of facts, professional advise and necessary proceeding.
