Refund of court fee stamps

I purchased a court fee stamps. But then it was not needed anymore. As per sec 54 of stamps act 1908 I can apply for refund of money within six months. so I went to the concerned office before two days of six months period. But the concerned clerk there bring to my notice that the issue date of stamps was shown one month earlier inadvertantly by the issuing office and unless that is corrected you can not get refund as it is late submitted. This was the mistake of the clerk of issung office and I was new to all these things. I have not checked at the time of receiving stamps. As the amount was significant I was panic and mentallyy disturbed  while rushing to the stamp issuing office which is far from  the refund office I had an accident . I had injurry to my head blood  was comming from nose my eye was injured. As I am a single senior citizen living alone I could apply for refund of court fee stamps only when I got the dates on the stamp paper corrected and fresh application for refund of court fee stamps filed when I recovered. The application is submitted late. Delay was necessiated due to the circumstances Had this not happen My application would have been made well within  time. 

Now my application is rejected on technical ground that it is submitted late. Is there any solution. (as i am not a lawyer I can not used it for any other purpose.)
