Redevelopment of mhada building

I am a member of Sidhdhivinayak Co-op Hsg Society at Pantnagar, Ghatkopar. We made an agreement with Shivam Builders, Goregaon for the re-development of our society in 2005. They have initially paid some corpus funds & rent to tenants which has been accepted by some members & about 18 members out of 32 refused to accept it.They were insisting to vacate flats in order to demolish building but some members raised doubts about the capacity of the builder as later it was found that builder is bankrupt. After 2 years they stopped paying rent. Now it has been 10 years now since agreement , they are neither talking about redevelopment nor breaking agreement. If we approach any other builder they refused to co-operate. Now this has become a dispute. Can anybody suggest how to get rid of this problem.
