can a REMOVED FROM SERVICE state govt. employee rejoin the same department through direct recruitment in the same post or higher especially in uniform service.

You may clarify how the employee was removed e.g. voloutary  resignation, termination, dismissal. ........etc?

REMOVAL was the punishment awarded as he was a deserter.

The reason is repelling and red flag for many  recruiters/employers.

You need to see how would you handle it.

Direct recruitment means as per the advertisement as well as service rule, the said person qualified. So the previous service period may be exempted but you cannot say that the said person is not entitled to get that post/ job. If at the time of recruitment if there is violation of term and conduction they you may file a case and u can challenge his appointment at State Administrative Tribunal.
