What do you mean by "Sun registrar office".
The facts posted suggest that the property has been devolved upon the son's wife and children. All that is required to be done is to get the mutations carried out in the municipal/revenue records.

" Sub registrar office, " it was a typo mistake .
Municipal officer wrote a letter to get succession certificate from court to get mutation done. That's why we wanted to know that can under any rule, can she get said property transfer to her name in Sub registrar office ,

She has to obtain legal heir certificate from area SDM/ Tehsildar before initiating succession proceeding as per personal laws of the deceased.
What is your concern /locus standi to the issue/ problem ?
It would be better that she (widow) may consult a local prudent lawyer with relevant records for proper analyses of facts/documents, professional advise and necessary proceeding.

She first has to obtain death certificates of her parents in law, her husband, legal heirship certificate of her deceased mother in law, then legal heirship certificate of her deceased husband, after she has to submit an application before the jurisdictional revenue department to transfer the revenue records of the immovable property from her deceased mother in law name in favour of her and her minor children jointly.
She need not approach sub registrar office for this purpose, the original registered document on the name of her deceased mother in law will remain.
