Persecution on Facebook

Hello,

Fake profiles of my friend have been created on Facebook.  Sometimes her photo is used in the Profile picture, variations of her name and incidents pertaining to her are commented upon.  There are also a couple of groups that indulge in such behaviour.  Some of the comments are humiliating and defamatory.  

Fake profiles were reported to Facebook but no action has been taken yet.  Since FB does not communication, it is hard to know of the outcome.  How long should one wait for a response?  Also, regarding the groups, can any action be taken against them?  One of them created an online family for her - and she is a married woman.  She is going through a difficult situation and these people are treating it as comedy, some of it is vulgar.  

If a person is a public figure, does that change any actions that can be taken.  The culprits are the creators and users of these groups/profiles.  Given the global nature of the Internet and Facebook, where should the action be taken - India, domicile of the FB users (appear to be outside the country) or US (FB's home)?

Lodge F.I.R to the cyber crime branch of you city, they are expert to track down and book the culprits behind the bar.
