pay commission is not a constitutional body and setup by government so how government get power to setup this commission

THE COMMISSIONS OF INQUIRY ACT, 1952 ACT NO 60 OF 19521

[14th August, 1952.]

An Act to provide for the appointment of Commissions of Inquiry and for vesting such Commissions with certain powers.

BE it enacted by Parliament as follows:—

1. Short title, extent and commencement.—

(1) This Act may be called the Commissions of Inquiry Act, 1952. 2

[(2) It extends to the whole of India: Provided that it shall apply to the State of Jammu and Kashmir only in so far as it relates to inquiries pertaining to matters relatable to any of the entries enumerated in List I or List III in the Seventh Schedule to the Constitution as applicable to that State.]
