Passport Problem

My friend is an NRI for the past 20 years traveling back and forth to India on original passport.  To avoid a potential ban on rentry to his employment location, his relative had applied for a second passport with same name, false address and was issued from a different passport office 11 years before.  This  second passport which is already expired (+10 years)  was never used and was destroyed without making any copy. 

 

Now the relative is threatening him raising false allegations that his second passport details will be informed to concerned authorities.  What are the potential implications? Will my friend will be held up on India during next visit while traveling on his original passport.  Can his original passport be impounded. If so how can he get out of this case?

 

Please advise.

well if the second passport was applied by his relative on false identity then why your friend is afraid, the hand writing on the application form must be different.

 

your friend may apprise the authorities that someone has procured passport in his name under false documents.

Thanks Sir for the advice. 

Handwriting and signature will be totally different. 

The only worry is the relative is a retired police constable and how far he can trouble and delay the return of my friend.  In addition, if there is a dispute like this is there any probability that the orignal passport can be  impounded until the case is proved? Since my friend usually arrivies on short visits (two weeks) can he clear the legal tangles in short time if at all this arise.  Will there by any other legal implications that may prevent his return in two weeks time? Will be grateful for your input.
