Absolutely you can. Any agency, workshop or any person have no right to stop you from parking you car outside their area but one should take care that it should not obstruct their passage, as they have the right to way and passage. As it ia trivial matter, try to resolve it by having a word and even if they stop you from doing so, you can file a complaint to the police under Section 133 Cr.P.c. 1973 for creating unncessary nuisance. As, it could be stated from the question that you want to park your car outside the boundary wall of that Agency or Workshop not at the gate or near to the gate, which clearly states that you are not hampering their right to passage.
