Allotment of Parking space is a part of the development agreement.

Thus it becomes their entitlement

There is no such / specific provision qua right of parking by tenant in Maharashtra Rent Control Act, 1999.

Show the rent agreement to a local prudent lawyer for proper analyses of the facts / documents, professional advise and necessary proceeding, if it is not an examination hall question paper.
