pagadi system property attachment

A credit society attached house hold items like TV , refrigerator, cupboard , Bed etc. They did not attach the house for the following reasons.

1. The house does not belong to the borrower, but the guarantor

2. The house is rented / pagadi system house in mumbai

How far is it a legal attachment , or is it that the credit society is tyring to harrass.

First of all how can they have sacntioned a loan to someone, who has put a gurantor's house , which itself is on rent/pagadi system??

What legal action can the Gurantor / borrower take on this.
