OBC CERTIFICATE fraud case

I know a person who obtained obc certificate and job on the basis of that certificate,,,That person belongs to obc but the mentioned caste on his certificate is different.
what action can I take against him and where I can lodge complain,Though I don't have any documents as proof but I know his locals who can give statement of this fraud.

Make a complaint to his superiors, giving your complete details and let them investigate with those persons you named in your complaint. Anonymous complaints are not accepted.
