Nri unclear about transfer rules

I am a NRI who has inherited agricultural land over 20 years ago.  What options do I have to give the land to my children who are all PIO's?  

I am not sure if the RBI ruling that states a NRI/PIO can only transfer land to a citizen if India applies when my only Heirs are PIO's.

any help from anoyne with knowledge in this are would be most appreciated
