Non occupancy charges

I have a flat in mhada colony chandivali, I gave my flat to my family friends daughters without any rent. Which document i have to submite to the society. They were demanding letters and agreement. I am not taken any rent . She is a MBA student. She want to stay only for two years. Now society told me to pay non occupancy charges because I am not staying at that place.
