Noc from society

A year ago I brought property in sharda housing society, Sangli.

For buying property I got home loan from saraswat bank. My plan was to buy land and then construct a house over it. While registration we made sale deed document, and at that time owner, me and chairman of society was there. We all three have signed on sale deed document.

After submitting the sale deed document to bank, bank had given the cheque to owner.

Afterward bank told me to get NOC from society, when I asked society to give me NOC, they told me that as per byelaws of society I can not make sale deed document, they are telling to do lease deed document, then only they can give me NOC from society.

Then I discussed this issue to bank, bank told me if I can get 7/12 document and mortgage bank loan over it.

I had given the 7/12 document to bank and we done mortgage over it.

Because of rise in construction cost I could not complete my house with the bank loan, So again I go to bank for extension of loan amount.

Now bank manager is saying that in his audit "unavailability of NOC" is considered as high risk point. So without NOC he can not lend me extension of home loan.

Please suggest me, what way I should deal with society to get NOC.
