Noc and technical resignation

A regular employee of an autonomous central govt. institute applied to another autonomous central govt. institute without proper channel, but procured NOC before appearing for the interview. The employee has been selected for "Full time and contractual basis" appointment; he shall remain in the contract for a few time and then will be regularized. Is the employee eligible for "Lien/Technical Resignation" in the present employment?

THERE IS PROPER CHANNEL TO APPLY ANOTHER GOVT. DEPT IF YOU NOT FOLLOW IT YOU CAN LOSS LOSS BOTH THE JOB

Dear Sir,

It is mentioned that the applicant did not apply through the proper channel, but procured the NOC from the present employer before appearing for the interview of another institute. The institute, in their advertisement, also has asked to either apply through the proper channel or to produce the NOC at the time of the interview.

Request for advice considering the above point, please.
