No objection certificate for change of counsel

Hello.  Can client change Counsel in Central Administrative Tribunal on the basis of letter sent on WhatsApp that I want to engage new Counsel? The previous Counsel has followed case diligently for a year and completed over 80 percent of the work and willing to continue case till final disposal? The client wants to engage new lawyer just to save the fee as majority of work has already been done.

The client can change the lawyer anytime and there's no rule prohibiting him from changing the lawyer at anytime.

Yes.  The party have a choice to change his lawyer at any time.
