sir,
i have a bunglow and theres a 4floor commercial building adjascent to my backyard, on the top floor there are some tenents(labourers of that building) which stay and throws garbage sometimes onto my backyard ..
i have discussed issue with owner many times and he has assured me he will resolve the problem...
but things are same as usual
what can i do?

You can file a police complaint for causing "private nuisance".
