Need help on infrastructure approval for college buildings

Can someone advise on how a college should setup its layout, especially about any guidelines on seperate academic blocks and administrative blocks. Is there any UGC rules on where can the trustees of the educational trust be located inside the campus? Can they occupy rooms in-between class rooms ? Is the Principal the head of the educational institution or can the self designated trustees run the college on their own terms and keep the Principal only for document sake ? Can the trustees who self designate themselves as chairman's, correspondent's, secretaries's etc., legally summon students and parents directly ?
