Mutation in appeal period

A mutation was rejected by the Mamlatdar, vadodara, (mutation of a sale deed). His order was challenged before the deputy collecter who further misinterpreted the facts and rejected the application. A revision has been made challenging such an order before the collector but the deputy collector sent a copy of his order to the mamlatdar and so his order has been mutated in the record of rights and 135 d notices has been received for any objections. Can the Mamlatdar mutate such order in the limitation period of 60 days which is the case here?? Would be highly thankful if any Citations would be referred.

Thanks in advance

Regards
